Workplace Assessor Update – for those assessors who will be assessing against the new version of the National Certificate in Tourism (Core Skills) (Level 3)
If you assess the compulsory unit standards in the current National Certificate Tourism and Travel Core Skills L3 or unit standards in the National Customer Service Award this update applies to you.
As an assessor your current scope ((that is, authorisation to assess), will either give you the ability to assess all units in a Domain or just selected unit standards relevant to the qualification you are assessing.
If you are currently able to assess unit standards in the Visitor Services Domain, you will be able to assess the new unit standards in the new version National Certificate in Tourism Core Skills (Level 3) qualification as it contains units which sit in this Domain.
There are 3 new unit standards that do not sit in this domain, they are;
- 24871 Complete forms in a work-related context
- 24872 Produce documents for a workplace using a computer
- 24873 Demonstrate knowledge of team work and its importance within a workplace
ATTTO is confident that assessors who have been assessing the old unit standards similar to this will be able to assess these without applying to have their scope extended.
Where assessors have the scope for selected unit standards only, the following will apply:
If, as an assessor, you have the unit standards in Column A in your scope, you will automatically be able to assess the unit standards in Column B.

Similarly, if you were able to assess unit standards in the old National Customer Service Award, you will be able to assess units within the new National Customer Experience Award.
ATTTO’s Assessor Mentors will be checking all the scopes of any affected assessors and you will be receiving a letter by the end of November confirming your updated scope.
Please also ensure that you read all the special notes pertaining to this revised qualification and in particular to some of the new unit standards as there are references to controlled and closed book conditions.

Declaration of Industry Contributions
ATTTO is required to show the Tertiary Education Commission (TEC) the contribution of each industry to the training needs of its workforce.
This is because TEC provides government funding to support Industry Training Organisations (ITOs) in performing their functions under the Industry Training Act. The funding is intended to meet a proportion of the costs incurred by an ITO in undertaking training and activities, but the balance must be provided by contributions from each ITO's recognised industry.
To be eligible for entitlements, all ATTTO workplaces need to demonstrate that they are also contributing towards the training of their staff.
Workplaces can do this by completing a Declaration of Industry Contributions Cost Paid form. This is available in the back of your Registered Training Workplace Agreement (RTW), or can be downloaded here.
Workplaces must complete and return this form to ATTTO by Friday 28 November 2008.

Updated 2008 Training Agreements
Looking to sign up a trainee? A Training Agreement formally clarifies the training commitment for the year between the workplace, trainee and ATTTO. All Training Agreements require training schedules to be attached. Your ITA or the Hub can supply you with the relevant schedule.

Entitlements and Buyer Created Invoices
Entitlements have now been sent out for Quarter 2 to those workplaces eligible to receive funding for credits reported and qualifications achieved between 01 April and 30 June.
We have also recently received approval from the IRD for our Buyer Created Invoices, which are designed to reduce administration costs for customers. If you have received an invoice recently and have not yet signed and returned it to us, we will be happy to generate a buyer-created invoice for you and pay the money into your account. If we do not have your bank account details or GST number we will be contacting you.

Reporting First Aid unit standards
ATTTO cannot report credit for any of the First Aid unit standards (6400, 6401, 6402). If they appear in the qualification a candidate is working towards, they will need to do these units through an accredited First Aid provider. That provider must then report the credit onto the NZQA framework.
If the First Aid units are the last units to be registered on the framework in order for a candidate to receive their qualification, ATTTO can not issue the qualification until those units are showing. This is the case even if the candidate can produce a certificate to say they have completed the training.
Modern Apprenticeship (MA) Package Focus Groups
ATTTO is redeveloping its Modern Apprenticeship programme with an emphasis on producing an ‘elite programme’ specifically for Modern Apprentices.
Focus groups were held throughout July and August in Auckland, Rotorua, Wellington, Christchurch and Queenstown, as an opportunity for workplaces and Modern Apprentices to have their say in the review of this package.
The focus groups were a valuable opportunity for interested parties to provide ATTTO with their views and suggestions about what is currently working, what can be improved, and what needs to be included in the new programme to achieve maximum success.
Some key suggestions included:
- A ‘Welcome Pack’ for MAs and ‘Employer Pack’ for employers/managers of MAs
- Blended and flexible delivery, using workshop, workbook and computer based training options
- The opportunity for ‘people contact’ and the ability to learn from each other
The next steps are to identify and focus on the priority items for development and start designing the new package.

New Revised National Certificate in Tourism (Core Skills) (Level 3) [Ref: 0876]
The National Certificate in Tourism (Core Skills) (Level 3) [Ref: 0876] has been recommended for registration by NZQA and will appear on the National Qualifications Framework (NQF) in early July. This means any new candidates will now be signed up to the latest version, being version 4. Candidates signed up to version 3 can transfer to the new version if they wish, however version 3 is still valid until December 2009.
