This means that if you have any students or trainees doing any of these 6 unit standards or 2 qualifications, then they must complete the assessment and have the credit reported BEFORE 20 December 2010.
Structure of the National Certificate in Travel (Level 3 qualification)
The National Certificate in Travel (Level 3) [Ref: 0112] was reviewed in 2001 and had revisions in 2002, 2003 and 2005. Feedback on the latest version of the qualification (version 7) advised it was dated, manual processes have been replaced by automated processes, technology has changed and the qualification really only caters for those working in retail travel.
Before the reviewed National Certificate in Travel (Level 3) qualification is submitted to the New Zealand Qualifications Authority (NZQA) for approval, it was felt the wider travel industry should be consulted in this final stage of the review process.
Unit standards have been developed to reflect current industry practice, and to cater for retail travel (leisure and corporate) and wholesale travel (inbound and outbound). The needs of retail travel and wholesale travel are quite different; please bear this in mind when you are looking at the two different options.

OPTION 1: National Certificate in Travel (Level 3)
Changes to registration fees for 2009
As of January 2009, the registration fee for industry trainees and Modern Apprentices (MAs) will rise from $85 to $95 per year. This fee applies to the first training agreement of the year for each individual trainee or MA.
For example, if a person signs into a qualification in March 2009, it will cost $95. If that person completes that qualification and then signs into another one later in 2009, this will incur no charge.
The registration fee covers administration support, credit reporting to NZQA, certificate production and distribution, and the management of trainees and MAs.
Entitlement change for Modern Apprentices
As you may be aware, the workplace of a Modern Apprentice (MA) is paid an $1125 entitlement per annum, providing the MA successfully completes 20 credits of their programme.
As of 2009 ATTTO is changing the way MA entitlements are distributed, by paying them on a per credit basis at the end of each quarter.
Why the change?
• So that workplaces do not need to wait until the end of the year to get financial help for their training, especially if it is conducted on a continual basis.
• So it is easier for workplaces to put a dollar value to their training – they can now work out what they are getting back for each unit standard completed.
What are the new entitlements?
• Workplaces will now be paid $17 for each credit reported through ATTTO (up to the minimum number of credits required for their Modern Apprenticeship programme).
• Workplaces will also get paid an $80 completion reward for each qualification that an MA achieves. Completion entitlements are calculated at the end of each quarter and paid shortly thereafter.
An example
Tom is signed up into a Modern Apprenticeship in Adventure Tourism. Tom’s workplace will receive $17 for each credit reported up to the minimum required, which for this qualification is 103 credits (total of $1,751).
When Tom completes, he will have a National Certificate in Adventure Tourism (Level 4), which means the workplace will also receive $80.

Industry Trainees
Training entitlements for industry trainees will remain the same in 2009, at $6 per credit with an $80 completion payment for each qualification.

Declaration of Industry Contributions
ATTTO is required to show the Tertiary Education Commission (TEC) the contribution of each industry to the training needs of its workforce.
This is because TEC provides government funding to support Industry Training Organisations (ITOs) in performing their functions under the Industry Training Act. The funding is intended to meet a proportion of the costs incurred by an ITO in undertaking training and activities, but the balance must be provided by contributions from each ITO's recognised industry.
To be eligible for entitlements, all ATTTO workplaces need to demonstrate that they are also contributing towards the training of their staff.
Workplaces can do this by completing a Declaration of Industry Contributions Cost Paid form. This is available in the back of your Registered Training Workplace Agreement (RTW), or can be downloaded here.
Workplaces must complete and return this form to ATTTO as soon as possible.
