Explaining Unit Standard Replacements
When changes are made to unit standards and a qualification it can sometimes be difficult to keep up with exactly what has changed during the review process.
A table has been put together to provide a simplified explanation of the changes that have been made to the unit standards in the National Certificate in Tourism and Travel (Introductory Skills) (Level 2) [Ref: 0875] version 2.
Progress
The new National Certificate in Tourism (Introductory Skills) qualification is currently completing the last stage of the quality assurance cycle with NZQA. Provided there are no major issues it is expected this qualification will be on the National Qualifications Framework (NQF) by October 2008. As soon as the qualification is registered we will let you know.

**AUGUST UPDATES**
National Certificate in Travel (Level 3) [Ref: 0112]
Travel Level 3 - Draft Structure
Now that the National Certificate in Tourism (Core Skills) (Level 3) [Ref: 0876] is registered and on the National Qualifications Framework (NQF), and the National Certificate in Tourism (Introductory Skills) [Ref: 0875] is currently in with NZQA, the National Certificate in Travel (Level 3) [Ref: 0112] is next and work on this review is progressing nicely.
The structure of the National Certificate in Travel (Level 3) [Ref: 0112] qualification is changing considerably, the new structure should allow greater flexibility, ensuring all areas of the travel industry are covered. For retail travel this involves both corporate and leisure, domestic and international, and for wholesale travel this covers inbound, outbound and domestic.
The National Certificate in Tourism (Core Skills) (Level 3) [Ref: 0876] will still be a prerequisite and a couple of the unit standards that sit within one of the elective sections of Core Skills will be in the compulsory section of Travel Level 3.
Several new unit standards are being developed and some existing unit standards are being updated, whilst others will be reviewed out. One of the main changes is making sure the unit standards reflect industry today, which means moving right away from manual processes.
An overview of the draft structure and a more detailed index sheet are available for you to view. Please note the structure is still in draft form, therefore titles, levels and credits of unit standards are subject to change.

National Certificate in Tourism (Introductory Skills) [Ref: 0875]
The new unit standards (24724 - 24733) are now on the National Qualifications Framework (NQF).
Now that the new unit standards are on the NQF the unit standards being replaced show as 'expiring'. If you need a copy of a unit standard that is no longer on the NQF please remember you can always contact ATTTO for a copy. For further information about 'expiring' and 'expired' unit standards see the article titled 'Expiring and Expired Unit Standards' in this newsletter.
What does this mean for you?
Even though unit standards (9717, 9719, 18231, 18233, 18234, 18236) will show on the NQF as 'expiring' you can still use them until December 2010 and it is recommended you continue using these until the new qualification is registered.
The National Certificate in Tourism (Introductory Skills) has been submitted to NZQA for initial evaluation (the first stage of the quality assurance cycle).
The two travel level 3 unit standards that form part of the elective (18211 Demonstrate knowledge of Australia as a tourist destination (and) 3727 Demonstrate knowledge of Pacific Island countries as tourist destinations) are currently completing the final stage of the quality assurance cycle with NZQA. They are both level 3 and worth 8 credits.
Schools who deliver the National Certificate over two years will need to deliver the current National Certificate in Tourism and Travel (Introductory Skills) (Level 2) version 2 [Ref: 0875] next year. Those schools who do not deliver the National Certificate could in fact deliver new unit standards next year, however this would be dependent on resources and assessments being available. It is recommended you keep delivering the unit standards in version 2 of the qualification in 2009. Please note for unit standard 18237 this will be version 1.
The year 2010 will see a new qualification, unit standards, resources and assessments. We will continue to keep you updated on the qualification progress.

National Certificate in Tourism (Core Skills) (Level 3) [Ref: 0876]
The National Certificate in Tourism (Core Skills) (Level 3) [Ref: 0876] version 4 has been recommended for registration by NZQA and will appear on the National Qualifications Framework (NQF) next month (early July).
ATTTO are currently in the process of developing resources and assessments ready for the uptake of the new qualification in 2009.
The National Certificate in Tourism and Travel (Core Skills) (Level 3) [Ref: 0876] version 3 will be valid until December 2009.
The review of this qualification has taken longer than anticipated, ATTTO thanks you for your patience and we hope you enjoy the new qualification.

Kamar and Expiring Unit Standards
ATTTO are aware that the Kamar software used by a number of Secondary Schools to report credits to NZQA flags expiring standards as an issue. This will either require a manual submission or over-ride and is best taken up with the software developer or NZQA.

Adventure Tourism
ATTTO are pleased to advise people who work in the Adventure Tourism sector of our industries that we have made a change to the National Certificate in Adventure Tourism (Level 4), which will make it easier for trainees to achieve. ATTTO had received feedback that the inclusion of the National Certificate in Tourism and Travel (Core Skills) (Level 3) as a pre-requisite was proving to be a barrier that most people who work in this sector were finding difficult to achieve within the timeframes that trainees inherently have due to the seasonal nature of their sector. ATTTO have now removed the National Certificate in Tourism and Travel (Core Skills) (Level 3) as a pre-requisite which will make the certificate more achievable. The change is currently lodged with NZQA waiting for approval and should be registered on the NQF soon.
The National Certificate in Adventure Tourism (Level 4) is still due to undergo a full review, which will involve industry consultation, later this year. If anyone has anything they would like to feedback or contribute, please contact Stuart Horner

Umbrella Arrangements for Schools
ATTTO wishes to notify all tertiary providers and schools that ATTTO will no longer be supporting umbrella arrangements after the next revision of the Accreditation and Moderation Action Plans (AMAP) which is due to commence in August of this year.
What does this mean?
Once the new AMAPs are registered on the NQF, tertiary providers will no longer be able to provide umbrella services to high schools. Schools who are currently working under umbrella arrangements will need to seek accreditation for the units they are currently working with from the National Certificate in Tourism (Introductory Skills) (Level 2).
If any schools are currently working with any level three units that are not part of the National Certificate in Tourism (Introductory Skills) (Level 2), you will no longer be able to offer these units as an option to your students. Level three units that schools can gain accreditation for are:
• 18211 Demonstrate knowledge of Australia as a tourist destination
• 18212 Demonstrate knowledge of New Zealand as a tourist destination
• 3727 Demonstrate knowledge of the Pacific Islands as a tourist
destination
• 18228 Provide information about specified regions in New Zealand as
tourist destinations
• 18238 Demonstrate knowledge of the tourism industry in New Zealand

Destination Unit Standards – Australia and Pacific Island Countries
Significant changes have been made to the following unit standards:
18211 Demonstrate knowledge of Australia as a tourist destination
3727 Demonstrate knowledge of the Pacific Islands as a tourist destination
Even though these two unit standards are part of the Travel Level 3 and Travel Level 4 Review, they also form part of the Elective section of the proposed new National Certificate in Tourism (Introductory Skills) [Ref: 0875] which made it necessary for them to be reviewed ahead of the other travel unit standards.
These two unit standards have been recommended for registration by NZQA and new versions will appear on the National Qualifications Framework (NQF) 08 July 2008. Once the new versions appear on the NQF the old versions will no longer be available to print off. If you want a copy please ensure you go onto the NQF before 08 July and print one off, however if you forget please remember you can always contact ATTTO for a copy.
It is important to note:
The current 18211 (version 1) is Level 3, 10 credits whereas the amended 18211 will be (version 2) Level 3, 8 credits.
The current 3727 (version 5) is Level 3, 10 credits whereas the amended 3727 will be (version 6) Level 3, 8 credits.
Please continue to use 18211 (version 1) and 3727 (version 5) until you are advised otherwise.

Important Information for Secondary Schools on Expiring Unit Standards
This is important information for secondary schools in regards to unit standards:
18230 Demonstrate knowledge of computer applications and produce text on a computer for
tourism and travel
18232 Read and write in English for the tourism and travel industry
18224 Work in a team in a tourism and travel situation
The three unit standards mentioned above were reviewed as part of the National Certificate in Tourism (Core Skills) (Level 3) [Ref: 0876] qualification review. These three unit standards currently show on the NQF as ‘expiring’ and will expire in December 2009.
What does this mean?
Those secondary schools who normally deliver the National Certificate in Tourism and Travel (Introductory Skills) (Level 2) [Ref: 0875] version 2 over a two year period will need to ensure they deliver unit standards 18230, 18232 and 18224 in 2009.
For example:
2009 = Year 12 students will need to complete unit standards 18230, 18232 which are in the compulsory section of the qualification. For those schools who deliver 18224 as part of the elective section this will also need to be covered.
2010 = Year 12 students will start the new unit standards and qualification (version 3)
2010 = Year 13 students will need to complete the remainder of the qualification (version 2).
